Delete a monorepo, its repos and their history (owners)

Deletes every Artifacts repo it owns (<id>--*, the meta layer's too), the meta layer's large files in R2 (meta/<id>/), its records, invites, memberships and old names. No soft delete. Needs ?confirm=<owner>/<name>, typed out in full.
