Build the same commit again, with fresh tokens

A new build in the same pipeline, for the same commit and branch, with the env a hook delivery gives (a fresh PANDO_READ_TOKEN and PANDO_STATUS_TOKEN) and meta_data.pando_rebuild_of. Recorded at once. Needs write_builds on the token.
